2020
In an April interview with Gamer Escape, Akihiko Matsui and Yoji Fujito provided an answer about the topic.
Gamer Escape: With the addition of reforged artifact and relic armor to a +3 quality, the community is still anxiously awaiting the addition of reforged empyrean armor to a similar quality that has been mentioned a few times in the past. Has a timeline been set for this addition yet, and can you give us any indication that this will be added to completely new content like omen, or more reimagined content such as Dynamis-Divergence?
Akihiko Matsui: We would like to implement empyrean armor reforging together with content appropriate for it.
Yoji Fujito: We are definitely committed to implementing reforged empyrean armor. However, how it will be reforged and what kind of content we will prepare for doing so—including whether we will reuse or remake existing battles—is something we cannot comment on at this time.
2021
During the February 2021 Digest, Matsui and Fujito answered a handful of fan-submitted questions. Unsurprisingly, the subject came up. Below are the official English subtitles.
Q: Are there any plans for Empyrean Armor +1/+2 [sic] upgrades? If so, when we can expect them? A: Fujito: Again, we'd like to answer this question in lieu of many other questions we received regarding Empyrean equipment.
Matsui: For this one, we are currently preparing to add reforging for them.
Fujito: As for the timing, this would be implemented after the job adjustments we mentioned earlier. The significance of the Empyrean equipment would differ before and after the job adjustments, so we would like to make adjustments on the equipment after the job adjustments have been completed.
Matsui: We understand that many of you have waited a long time for this, but we believe the Empyrean equipment carries a lot of memories for everyone, so we want to make sure their quality will meet everyone's expectations.
It is assumed they were speaking of Master Levels, release in the November 2021 Version Update.
In June of 2021, Fujito made a post to the Japanese forum that included a small snippet about the reforged Empyrean gear. Community rep Voltenyne posted an official translation here.
So what then, do we have planned for next year? I can’t go into detail, but here are some keywords.

These goals were decided two years ago, and we’ll be working to implement them.
2022
In his 2022 New Year's address, Matsui briefly mentioned the Empyrean upgrades.
And speaking of combat, we're eager to bring you new reforging of empyrean equipment and further increases to the master level cap—a feature which we know has won the hearts of many players.
