Notes
- Likely Fast Cast +5%
- Reduces casting time and spell recast by an additional 15% when using Celerity or Alacrity while under a weather effect matching the element of the spell.
- Allows Celerity and Alacrity to break the 80% cap on recast reduction when the weather condition is met, up to a maximum of 90%.
