He'll only be available to you between the hours of 18:00 and 05:00 (dusk to dawn). Travel to the ??? in the stone circle (G-6) and click on the ??? for a cutscene. This will complete this quest and automatically start you on the quest [[An Officer and a Pirate]].<br />
