Proceed to the Iron Gate at the (I-8)/(I-9) zone line. Unlike the other iron gate in the (I-8) square, the correct one does NOT require a Lamian fang key. Hang a right, then another right at (H-9) inside (to where you unlock COR), and go through that door.
You will pass near where you spawn Lil' Apkallu on the way to (I-8), if you wish to pop both.
Velionis' spawn location is then located at that small corner of (F-11).
